I need to insert a frame, why doesn't the option appear in my version?

I’m running LibreOffice Draw Version: 6.0.2.1 (x64) and I keep reading that there should be a “Frame” option in the “Insert” menu; however, this option is not present in my version (see image). What’s wrong with my LibreOffice Draw and how do I get this option to show up?

Frames can only occur in Writer documents.
