Icons plus text?

I want something very elementary that does not seems to be available (calc as well as writer).
I would like all the icons in the toolbar to have text underneath (or next to, whatever) them saying what they are. I know this is available when hovering over the icon, but I would prefer it fixed.

Is this possible?

It depends on the OS (which you didn’t name) and optionally on the desktop manager.

In my Fedora 44, KDE Plasma, both icons and program name + file or object under scrutiny are displayed.

menu::Tools>Customize>Toolbars
Select a toolbar under “Target”, click the menu next to the selection and choose “Icon and Text”.
