Image behind text in Writer

Is there in Writer a way of placing an image behind the text, not as a watermark or a page-background image, but simply before the text?

Format → Wrap → In Background.

v6.0.3.2 - .jpg image and normal text - this doesn’t work. A bug in this version?

But this does work:
Highlight image
Format.Image.Properties.Wrap
Settings = Through
Options = In background
