In LibreOffice Draw, can I set the line width to less than 0.01 inches but greater than 0.00 inches? I know I can make it lower by using mm units, but I want to have more resolution while staying in inches units.

Not using inches. You can workaround the limit using a smaller unit (millimetres or points). My answer here and the comments beneath it provide further detail.
