In the Insert menu the horizontal rule is grayed out and not usable

In the “Insert” menu, the horizontal rule is grayed out and not usable.
LO version 7.6.4.1. on a Windows 11 machine.

Where is the cursor?
You can’t insert a horizontal line in a shape or in a text box, but you can in a frame, or table.
The Insert menu items in the screenshot are very different that in my version (7.6.2.1).

Answer: I didn’t know that but my problem exists within the Writer page not within shape or a text box.

Answer: Maybe it’s the theme I’m using? I haven’t changed the menu system so I got no answer to why our Insert menus are different.

That Insert menu does look strange. What theme are you using?

After 10 minutes of searching what Theme I am using or even the Icon Set, I cannot answer your question. I just can’t find it.

If you mean Horizontal Line then I suspect that you will need a paragraph style named Horizontal Line. If the style has been deleted then create a new paragraph style with that name. If you prefer the name Horizontal Rule, you would need to create a paragraph style with that name in a default template
Next Style: Body Text is default but I normally set a Heading style
Font: 6 point
Borders: default is double line, Grey, 0.15 pt, lower border only

You have your menu customized - and it happened long ago: the first modification of the menu in your profile happened no later than in version 3.6. The “Dummy Text” item shows that modification.

And since your first modification, your menu never updated - because it’s the problem of modified menus in LibreOffice: when one modifies menus/toolbars, respective resources are copied to the user profile, and the updates (appearing in installation directory) are never used anymore.

The “Horizontal Rule” item was removed in commit 3be15a051444d4d2f805d95e27831d5f466c1497 from Nov 2012. That change removed the functionality completely, not only from the menu. Since then, indeed, that item is disabled in your frozen menu copy.

Strictly speaking, it still relates to Tools > Customise but takes a style to add to the menu.

If you want your customised menu to be reset to the current default menus then you can select the Menus tab and click the button Reset.
