It’s quite annoying that the Portable installations on the site do not include any links to the offline help. (Hint: If one is intending to use a portable app, there’s a greater-than-normal chance that the anticipated use location/method will NOT play nice with all help systems requiring a live internet connection.) I have found the .msi with the current version offline help by going to the “main downloads” folder, but it would be trivial to include a link at Portable versions | LibreOffice - Free Office Suite - Based on OpenOffice - Compatible with Microsoft to the offline documentation… or, better yet, offer a package with that documentation already included to install, with the version and bit correct.
And, if the latter is not possible, at least a link to installation instructions for portable-installation uses. As it happens, I know how to force-run msiexec to push the files to where they’ll work… but not everyone does.
(Why do I insist on portable? Because using any of the “non-portable” installations throws garbage and creates dependencies in places on my hard disk that I don’t want any, like the \user hierarchy that should be limited to user data with no executable files or dependencies. I’m not running a PDP-11 with 120+ distinct users sharing the same hardware via dumb terminals, each with individual software licenses and versions and permissions. Any more.)
