When an option on the toolbar is clicked and pop-up appears, often either it uses a LibreOffice (light) theme or only partially uses LibreOffice Dark. This is pervasive in Writer and probably in other applications, I haven’t tried them.
Some pop-ups are:
Tool->Spelling theme only partially applied.

Tool->Chapter Numbering LibreOffice Dark partially applied
Tool->Line Numbering LibreOffice Dark not applied
