installed Libreoffice 7 dev. Copying the old profile (6.4) to new libreoffice do not migrate custom toolbars.
I used these paths:
from:
/home/elias/.config/libreoffice/4/user/
to:
/opt/libreofficedev7.0/share/
/home/elias/.config/libreofficedev/4/user/
without success.
How can I migrate toolbars from libreoffice 6.4 to libreoffice dev 7.0?
There you might want to announce your operating system. Windows?

Why do you copy from that directory, if the location of your profile seems to be (according to the image link): /home/elias/snap/libreoffice/180/.config/libreoffice/4/user
Why that?
In addition to Opaque’s comment: why don’t you simply symlink /home/elias/.config/libreoffice/4/user/ to /home/elias/.config/libreofficedev/4/user/? Backup first, of course 
@gabix - a bit dangerous sharing a profile of a stable LibreOffice release for daily production processes with a beta development release for testing purposes (won’t do that as well).
Sure. But if you install an alpha (it ain’t even a beta so far!), you are supposed to understand risks. You gain true experience when you loose sensitive data

However, the question: why this part: …snap/libreoffice/180/…? Shouldn’t it be simply /home/elias/.config/libreofficedev/4/user/?
That’s due to what snap is for (I don’t like the idea and one of the initial changes I do on Ubuntu based systems is sudo apt purge snapd and never use snaped packages).
I see. But there is no indication that the asker uses a snap package (neither do I, I prefer ol’ good plain RPMs). However, the question should definitely be improved.
If you are running Windows, look for this folder (1) LibreOffice Dev rename create another LibreOfficeDev (2) and copy the contents of LibreOffice (3) to (2).
The version is experimental, reason for not assuming the customized settings.
