-dev is usually a hint on packages for developers.
My guess it: it is resting.
This package contains the (architecture-dependent) files needed to build
plugins/add-ons for LibreOffice (build tools, libraries, arch-dependent
includes, …).
How do I get rid of it ?
Synaptic only offers to INSTALL it.

Simply do not install it. Synaptic is a catalogue of debian packages that can be installed and packanges that have been installed already.
I found a way !!!
I typed
sudo apt full-upgrade
and for each **** listed I typed
sudo apt install ****
Result:
There are no more listed in synaptic.
