- If I scroll over portions (File) of the drop down menu and right click, the drop down will open but again with nothing more than an empty drop down box.
- Safe mode works fine. All of it.
- I believe I have reset the user profile by resetting user extensions and profiles back to original settings.
What else should I try?

LO 6.2.5.2 will open on Win 10 (1903), but it will not show anything other than a blank open window.
What do you expect LibreOffice to show other than a blank window? If you expect it to show some thumbnails of recently used files, then these are not shown due to "3) I believe I have reset the user profile by resetting user extensions and profiles back to original settings. Thus you need to File -> Open and search the files you have saved to your disk using the file picker dialog.
Sorry for not being clear. The entire window, drop down menus, everything is blank. I can trace the mouse over blank drop down menus (meaning there’s nothing discernable on the blank menu) and get to, say, an open file window (which will actually show a normal window with folder contents, etc). Until I get to the open file window, nothing discernable shows up.

OK - read once more through you question and “*2) Safe mode works fine. All of it.” in conjunction with 3) makes only sense to if OpenGL causes your problem. Try to start in Safe Mode and select Configure from the radio buttons and tick Disable hardware acceleration (OpenGL, OpenCL) and click push button Restart in Normal Mode.
