You linked to an old OpenOffice wiki, with just a small amount of information. Check the link that @Wanderer gave: it’s a LibreOffice wiki, with a looooong list of commands, many of which have arguments, listed right there in the list.
But anyway. You can just create your pages on the same wiki, and start putting data there. It would already be a great effort; and when it’s ready, it may be put to other places - it will be easier to decide, where should it go, when the result is visible.
