missing api-ms-win-crt-string-l1-1-0.dll

I just installed Version 6.0.7.3 on my Windows 8.1 laptop. It will not start, telling me that the api-ms-win-crt-string-l1-1-0.dll is missing from my computer. One source I read said to be sure all windows updates are in place, so I updated last night. Still won’t start.

Please help. I need to run LibreOffice daily.

It’s almost definitely Avast issue (tdf#119910). Install the update from comment 1 there; or install version 6.1 instead, to have it fixed automatically.
