Moving large images in the draw

I have some DWG files saved in PDF, and I have great difficulty navigating the file to find what I want.
Does the draw have a tool like a hand to move the page?

Try the Navigator F5

Click View > Zoom > Zoom & Pan to get the Zoom and Pan tool; press Shift to get Pan (hand) tool to move page.
