In Windows 10, I cannot save as the “ODF text document” to One Drive. The choices for “Save As Type” word.doc do not save it either.

No, not from your end. However, LibreOffice Writer app USERS should become aware that, going forward, an update of MS Windows 10/ Defender Anti-Virus program may not allow the ODF/ODT file format to pass through to their One Drive program and that there is an easy fix for this as explained below in the 2nd answer.
For OneDrive, I suggest that you establish folder synchronization and save to the local, synced folder.
Also, I have encountered situations where MS Office apps remove data from OneDrive synced files. I advise to avoid opening your files with MS office apps, and reset “default app” to LO. (MS Office apps will register as default odf handler for relevant file types.)
I discovered that after updating the latest version of Windows 10 version, the MS ONE DRIVE app would not recognize the LibreOffice Writer app ODF or ODT named format because the newly updated Windows Defender anti-virus program was suddenly blocking these files.
So I followed the Defender anti-virus prompts: Settings>Update & Security>Window Security>Virus &Threat Protection>Manage Settings>Controlled Folder Access and here allowed the Defender program to allow pass through to the ONE DRIVE app. This corrected my problem and allowed me to filename and save as, close the file and reopen in the DOCUMENT folder so it was not a “read-only” file. I could then edit, send to email or export as a PDF. In short the issue is resolved.
