Your screenshot displays a “multiple page view” where automatically inserted blank pages are skipped.
The screenshot does not allow to access the constraints you may have put on your pages, such as having pages whose style has property Left only or Right only.
Add to that Writer considers odd-numbered pages are always on right and even-numbered pages on left (unfortunately not reversed in RTL scripts). So, if you force a page number after a page break, Writer will synchronise the new starting page to its implicit parity location.
To see the inserted blank pages, either go to print preview, or activate “Book mode” view by pressing the appropriate icon near the zoom slider (the leftmost one in your screenshot as you are under RTL script).
Just noticed you attached a sample file. Your sample file is victim of the hard-wired parity page assignment. Your cover page is correctly a left RTL first page. Page style First Page requests an automatic switch to Right Page. Unfortunately, your second page happens to be #2. Then Writer will set it as a left page and insert a blank page.
The page count is correct at 4 pages: cover, blank page and 2 pages of text.
I already noticed that the parity positioning is wrong in RTL languages. File a Bug Report in the hope of it being fixed.
PS: your sample document is plagued with direct formatting. It contributes to worsen formatting behaviour. If you hope for a workaround, remove your direct formatting to replace it with strict styling because direct formatting defeats all smart tricks.
I also notice the use of line breaks. If your text is poetry, it is OK to force verse wrap. But if your purpose it to eliminate extra spacing between related paragraphs, this is wrong. This situation must be handled through paragraph styles.
