Under Format>Paragraph both the ‘Text Flow’ and the ‘Outline and List’ tabs have boxes to set a page number. Does one have priority over the other? Or, is there a good reason to use one over the other?

Are you perhaps confusing Page numbering in Text Flow and Line Numbering in Outline and List
