If I paste special in Calc and select the format box, it will paste the copied format, but it will remove and cell outlines/formatting that have been previously applied to the cell. is there a way around this?

If you are working with direct formatting, you can create the format you want to put over the other one as a cell style and then format the cell with the cell style. The direct format remains.
If you are working with styles anyway, you must adjust the hierarchy of the styles so that they build on each other. Inherit from!
