How do I disable permanently disable “add space between paragraphs”, so that I NEVER have to deal with that obnoxious feature EVER, EVER AGAIN!?

You can create your own templates and use them, even set them as default. But actually thats not what you asked. The feature will still be available. You may even see it when others use this.

For “never” you may need to fork LibreOffice or go back to paper and pen, or maybe use a simple editor.
Use the paragraph styles more wisely.
You can set the spacing to zero value in a style and there is an option for “Do not add space between paragraphs of same style” - if you want space between some parts of the text.
