You can create your own templates and use them, even set them as default. But actually thats not what you asked. The feature will still be available. You may even see it when others use this.

For “never” you may need to fork LibreOffice or go back to paper and pen, or maybe use a simple editor.
Use the paragraph styles more wisely.
You can set the spacing to zero value in a style and there is an option for “Do not add space between paragraphs of same style” - if you want space between some parts of the text.

I am writing directions. It includes all kinds of formatting and images. The paragraph spacing annoyance really screws things up
There is a new bot blocker on the wiki.documentfoundation.org site, a link to the site now shows the blocker rather than the linked page.
The words of the blocker can be avoided by writing the text of the title of the page and adding the link to the text. The bot blocker will still appear briefly when you go to the page.
We have to dip into paragraph styles here. I assume that you start with Default Paragraph Style then the style changes to Body Text after a heading.
Default Paragraph Style is the ancestor of all paragraph styles and is there to make global changes, for example to change the font.
Body Text is intended for the main body of your work and it follows immediately after any Heading n paragraph style, it can also be applied with Ctrl+0. The default for Body Text is have spacing below the paragraph but that can be changed once to apply to all instances of Body Text in the document but you then need to change it for each document.
To avoid having to change it for each new document, you can create a default template.
New documents will now have the below paragraph spacing that you set. Existing document will not be changed.
To remove the default from the template if you change your mind later
