When I grab an image and try to drag it to place it in a precise location on my page, I have the problem that I can’t get the image to stick precisely where I want it. The image wants to go a little to one side of the exact spot I’m aiming for. I don’t want to have to go through the hassle of numerically specifying a location for the image if I can avoid that.
Please verify you haven’t the snap to grid option active. Menu/Tools/Options/LibreOffice Writer/Grid.
Like the previous commenter, if you do not have the “Snap to Grid” activated, in Writer you should be able to right click the image, select Anchor → To Paragraph, then drag the image to the position on the document where you would like it to be.

enabled, it is possible to position precisely (pixel) an image by keyboard: select the image then Alt + Arrows key
