When I grab an image and try to drag it to place it in a precise location on my page, I have the problem that I can’t get the image to stick precisely where I want it. The image wants to go a little to one side of the exact spot I’m aiming for. I don’t want to have to go through the hassle of numerically specifying a location for the image if I can avoid that.
Please verify you haven’t the snap to grid option active. Menu/Tools/Options/LibreOffice Writer/Grid.
Like the previous commenter, if you do not have the “Snap to Grid” activated, in Writer you should be able to right click the image, select Anchor → To Paragraph, then drag the image to the position on the document where you would like it to be.

I saw that the request is for positioning with the mouse, but it seems interesting to add that, even with Snap enabled, it is possible to position precisely (pixel) an image by keyboard: select the image then Alt + Arrows key
