No, I checked your file here and found the same as Mike and Al: Complete raster, no Text to be found (with FlexiPDF) So my assumption was false.
@Wanderer I’m sorry, I don’t follow the analogy. If you write X to indicate a setting, why would reading X not indicate that setting?
I referred to the idea of not available, but not selectable text. No longer important - your pdf is fully raster-image.

From what the others are saying, the text is there, it’s just covered by a “background” in the foreground, so the selection tool can’t get to it.
No - the existing background forces all layers to be rastered in one graphic representation. Not necessary, but this is what happened. This has to be fixed in the source.
There are some conditions in pdf-rules wich can force this, like rules on transparency for pdf/A and also pdf/X has special rules (wich should not apply here). But guesswork leads nowhere. So let’s rest this until somebody analyzes the code.
Ignore Foxit, in LibreOffice click File > Export As > Export as PDF to get a better quality pdf.
If you really need to print-to-pdf, it seems there is an option in Foxit to print as image; disable print as image. If you are using the same printer and you have saved after printing then Writer will remember most of the settings used previously.

The link you provided is not relevant. That is just an issue when printing from Foxit PDF Reader. The option to print as image is not available when using Foxit Reader PDF Printer from LibreOffice Writer.
This issue has to be in the settings for the LibreOffice Writer document. The same problem exists for two different PDF printers and two different PDF viewers. The problem does not exist with other documents in LibreOffice Writer or in Calc. That would seem to point squarely to a misconfiguration on this one file. But I can’t find any setting that would cause this.
I appreciate that I can work around the issue for this one file by using the Export as PDF option, but Foxit is part of my process and I have no reason to change that when Foxit is not the problem.
When I try to copy the content of this file to a new Writer document, the formatting doesn’t copy with it and I don’t want to spend the time to redo it all. I guess that’s a whole 'nother problem.
Then you must ask on the Foxit forum.
Export uses the same settings as print. You have established that export works, therefore the problem lies in the Foxit settings for print for that particular file.
You didn’t read my full posts. I said I get the same problem with the Microsoft PDF printer. The only common point is this one file. So it has to be an issue with settings in LibreOffice Writer for this file. I can’t find any setting that might impact this.
