Problem installing 5.4 on a Windows 7 64 bit

When installing 5.4 on a Windows 7 64 bit it installs in safe mode. I also tried 5.3.5 with the same results. When I go into safe mode during bootup 5.4 works fine but still does not work in normal mode. Any ideas on what to do?
