When opening in LibreOffice 24 a general input/output error appears.
After repacking the file (unzip and zip), everything is OK.
LibreOffice 7.6 opens the file without a problem.

Please attach it (the ODS, not 7z) directly to your question.
Since this is a (possible) regression, you are welcome to file a bug report. In recent versions, there were a lot of changes to detect and reject invalid packages; this might discover a problem in the package, or it may show a problem in the detection.
