Raise The Blue Dashed Line Under Header in Writer

Is there a way to move the blue dashed line under the header up a bit towards the top and away from its default position?

I guess I have the same question for the footer, but - if one gets the technique with the header - then it is probably similar in the footer.

That was helpful. The trick is to enable to vertical ruler under View->Rulers menu. Then you can see how to fix it better.
