I would like to be able to add a shortcut for character Color Background through Customize> Keyboard. There is no function for this but I believe the internal name for the function is ‘.uno:backcolor’.

Use the Styles (Character Styles or Paragraph Styles) instead of the direct (manual) formatting method. You can assign the existing styles to the hotkeys.
