I have a document that is 11x17 and we need to rotate the top half the page 180 degrees so it can be folded in the middle and turned over to have both sides appear to be right side up. I have rotated the text fields that I have, they look good as a .docx, but when I print the page to PDF, it flips the upside down items right side up again. If its possible to keep that part of the page rotated, that would be preferred. We are using Windows to create the document. LibreOffice version 7.1.1.2(x64)

- And which LibreOffice version do you use?
- What is 11x7? Square meter?
It could be a compatibility problem between Word and Writer.
Basically:
Always create and save your files in LibreOffice and save them in ODF format (ODT, ODS, etc.).
Always keep these files as their source. If you need other formats for distribution to partners, you can open an ODF file and save and distribute another format with ″ Save as… ″.
This way, you always have working files available in your system environment.

I don’t quite understand the request. You seem to have some 11"×17" portrait-oriented sheet. The upper half is rotated 90°. What about the lower half? Does it also contains text or is it empty? Wouldn’t it be simpler to change to landscape orientation with 2 columns?
Edit your question to improve the description. Provide an example of the result (a screenshot is enough to give an idea, not to check technical details).

Saving as .docx is the problem; save as .odt.
If you put the text in the top half of the page in a text box and rotate the Text box then click File > Export as > Export as PDF the pdf with the top half upside down is exported correctly without problem

It looks like you are trying to create desk labels (for conference room, press meeting, …), i.e. you won’t write a full novel. Text is quite short.
IMHO, Draw, which is part of LO suite and is ordinarily also installed with Writer, is much better fit for the task.
You prepare the “lower half” in text boxes. When done, duplicate the boxes. If you can’t flip them as a whole, select each text box, Format
>Position & Size
(or F4
), Rotation
tab to set the angle to 180°.

Problem: In Writer you cannot rotate the text with 180° (but with 90°/270°)
Writer: You could change the paper orientation (90°) as proposed by @ajlittoz, then use a 2-column-table and rotate the text in one column/cell with 90°, in the other with 270°.
(Tested/realized on OpenOffice some years ago… )
Otherwise work on Draw as proposed by @ajlittoz.
