Ruler is missing in LibreOffice writer 4.4.6.3

I followed the instructions under tools then options and view but there is no vertical or horizontal ruler displayed to click on.

Options enables rulers, you can toggle rulers on and off within Writer (VIEW–>RULER, Ctrl+Shift+R).
