The default assignment to the F4 key is CycleCellReferenceType, and that’s an important action in spreadsheets though it may not be used very frequently. If applicable now and then, it’s hardly dispensable.
Community help (in this Q&A site e.g.) will seriously be aggravated if users change defaults wilfully.
In short: Don’t change default shortcuts if not your life depends on it.
I’m not a user of Excel, but I was told that there also F4 by default acts related to absolute/relative referencing.

In Calc, right click on a toolbar and from the context menu select Customise Toolbar.

In the dialog that opens, select tab Keyboard, in the upper pane Shortcut Keys select F4 (currently set to Cycle Cell Reference Types).

In the left lower pane Category select Edit

In the lower middle pane Function select Repeat. You will see in the lower right pane Keys that Ctrl+Shift+Y appears as PKG says.

You can now click the Modify button to overwrite the existing shortcut with your second shortcut for Repeat.

It is OP’s own computer, if he wants to reduce functionality then that’s his decision.

Knowing how to customise and being able to see existing shortcuts might allow OP to reconsider his plan and possibly start learning the existing shortcuts. Many of the keyboard combinations are the sane as Excel, as Lupp has pointed out for this instance

Misconfigured applications may cause next to unresolvable misunderstandings later when questions arise going again to forums (or to a Q&A site).
My point wasn’t “Do it as I do.”, but “Do it in a way allowing for cooperation and mutual help”.
