I want to use LibreOffice Writer and seek to use speech recognition instead of manual typing. How do I initiate speech recognition?

Try the Windows speech recognition.

The LO has not such feature. You can try speech recognition softwares from other sources. If the software can save the text into a simple textual format, then you can copy-paste it into your Writer documents.
