I understand from your drawing that you want to have 2 columns of text on one page. If so please do:
Insert > Section > tab: Columns > select the number of columns you want to have and set all the way you want to have it.
I recommend addtionally to have a look at the free guides which you can download from http://www.libreoffice.org/get-help/documentation/

If you wish to have two pages on one sheet, you can also change the complete page into two halves using Page Styles. Format > Page > Column 2. This would work on multiple page documents.
I agree that the free guides are very useful in explaining this type of problem…
