If you have a long document it would be absolutely useful be able to split the Witer window (not a solution open a new window, please!).
As long as (LibreOffice) Calc can split a page, why on earth Writer cannot do the same?
Where is the problem to arrange a second window?
If you say this, I guess you didn’t ever work with a long document (such as an article or a book), did you?
The problem is first of all that “arrange” two different windows a) requires time and b) with KDE you cannot say where you go with alt+tab (you can go to a wrong window, of another program, for example).
FTR: tdf#155918, which also describes why “split window” does not make sense for Writer. Basically, splitting window implies alignment, which makes no sense for Writer’s variable pages/paragraphs (and multi-page views), while being perfectly sensible for column-based Calc sheets (but note how you can’t split Calc document to have different sheets in different sub-windows).
Note that “If you say this, I guess you didn’t ever work with a long document” is a silly attempt to suppress other’s words. We all have worked with different documents; and if you didn’t feel comfortable with a specific workflow, doesn’t necessarily mean you did that right, or that others couldn’t sensibly use it, maybe using a better DE .

??? heh, I don’t care who uses what. But a random DE’s peculiarities are not a problem that LibreOffice needs to workaround, using volunteer effort, badly needed in other areas.
But: if you volunteer to jump in and provide a patch, it will be reviewed, and likely accepted.
