I think I found a bug in LibreOffice Calc.
Steps to reproduce:

Format Cells
1.1 Ctrl+1 orRight Click -> Format Cells
1.2 Click onBorders
1.3 Padding: Set to3.0 pt(or any other value different form the default one)
1.4 ClickOk -
Styles -> Update Selected Style(I am using the standard toolbar user interface) -
Save as Template
3.1File -> Templates -> Save as Template
3.2 Template name:default
3.3 Template category:My Templates
3.4 CheckSet as default template
3.5 If prompted to override, chose if you want to override it or to give another name -
Verify
4.1 Close LibreOffice and Reopen LibreOffice Calc. The border must have the defined padding size
4.2 Click on the bottom left ‘+’ to create a new sheet. It doesn’t have the correct size
4.3 Ctrl+1 orRight Click -> Format CellsthenBorders
4.4 The size is what you defined in the template (correct)
4.5 ClickOk
4.5.1 If you had only one cell selected on step 4.3, only the first row will be now correct
4.5.2 If you had selected all by clicking on the spot between1andAor Ctrl+A on step 4.3, all cells are going to be corrected.
