There are pdf´s with two page formats (A4 on end and A4 crosswise), you can read this very well in adobe reader .
In draw I cannot correct see this file and I cannot produce such files?
At the moment (!) it’s not possible to have different page sizes in Draw. AFAIK there exists a feature request for some years…
For producing “combined” PDF files use some other apps for merging PDF files like pdfSAM, pdf24.org, masterPDF or…
