We can no longer add a new FOLDER TO EITHER WRITER OR CALC
If we save as we do not get the option to save-new- folder
on the internet we can add folders to our bookmarks
Which save dialog are you using? The dialog of the system, or the dialog of the LibreOffice?
(You can choose it in the settings - the location of this item is depended on the LO version.)
Another question: where you want to save your document? Onto a local place or onto a remote storaging device?
You never could do. Folders are added to filesystems on a storage device and not to apps.

Up to a few days ago we are sure we could right click on a spreadsheet, click new, then folder and a blank sub folder would appear.
We had done this for years creating, for example a folder for the new year in Jan to keep records for the new year.
In the meantime we have created a blank folder by copying an existing folder, deleting the contents and renaming it BLANK. From this blank we can copy it to a folder thus creating a sub folder to this existing folder.
Being nearly 80 everything is blamed on that!!!

I’m guessing you use Windows; you mention File Explorer. This is an operating system question.
Don’t right-click on a folder, right-click on the empty space next to a folder or a file, you will then get the menu that allows you to click New > Folder
There are always at least 2 ways of doing something in a computer. You could instead open the folder in which you want to create a new folder, then click on the Home tab of File Explorer, then click New Folder. Cheers, Al
