I needed to merge a couple of pdf’s, so I was referring to the video below
In the video, the author has a “Pages” tab which very easily allows them to copy and paste pages from another window

If you are on Windows and you just want to join pdfs I suggest you use something like PDFTK Builder or the paid for (very little) PDFTK Pro which has more functionality.
I think LibreOffice does an excellent job creating pdfs but Draw is a drawing program, not a pdf editor. Sometimes a specialist tool works better for that job.
