#1. In Writer, is there a way to select an already numbered list, and then click on just one button to simply remove all numbering? So far, I see only how to substitute bullets for the numbers. Remove is grayed.
#2. In Writer, is there a way to select an unnumbered list with a blank line between each item, and then select numbering in such a way that the numbers appear only in the lines with text, and not in the blank lines as well?

If you have used the direct formatting button or F12 then simply selecting the list and clicking the button again will remove the list.
If you have applied the list with a dedicated paragraph style, then simply changing style back to Body Text will remove the list.
If you don’t want a paragraph numbered within a list then click just after the number or bullet and press Backspace key. The paragraph will keep the same indent but not have a number.

This means you vertically space with empty paragraphs. This is not only clumsy; it is fundamentally faulty. Empty paragraphs contain no information. Consequently, you should have none in your document. Removing them should not change the look and meaning of it. If it does (such as changing the layout, spacing, page distribution, …), you have not enough thought about your document organisation.
Spacing above and below is an intrinsic property of paragraph significance. It should be stored in the paragraph style.
Not having empty paragraphs between numbered items simplifies the detection of the extent of the list and, thus, where to restart numbering. Coping with bad habits (e.g. vertical space with empty paragraphs) forced implementation of heuristics which obscured the already difficult notion of list. The feature is cluttered with “compatibility rules” making it more dificult to grasp and master.
Learn to work with styles. When you’re sufficiently familiar with paragraph and character styles, study list styles.
