Is there a LibreOffice that works with Win7 anymore?. The latest update is hopeless when it comes to placing and captioning pictures. I can get them to look right and then save the file but when I open it again the pictures are all over the place and not where I put them. I need an earlier version of LibreOffice that is specific to Win 7.

I think you are mixing up your problem with the LibreOffice versions.
I suspect your image problem is the misapplication of anchoring and positioning.

I shall go through the menus and see what happens.
The main problem is the inconsistency of behaviour of an image even though I have used identical procedures to insert it.
I need all image to be anchored to the top of the page, and I do that every time.

And that’s why it goes wrong. A page is like a window that looks at the text. If you insert text above the page, it disappears more and more into your page. Conversely, you may have an image anchored to a page with no text at all.

A common misconception is to anchor images To page is this context. In any mode but As character, the frame can be positioned anywhere in the page. In To character and To paragraph, the page is the page where the paragraph is laid out. If edits move the paragraph to another page, the frame will also be moved to this other page.
In To page mode, the frame will be glued to an absolute page whatever happens to the text and this is usually not what you want.
Also, wrap properties and overlapping attribute may cause reallocation when the document is “updated” (i.e. very frequently at load time). Even a slight difference in text may cause this reallocation if you weren’t cautious about the various parameters. Manually positioning the frames offers no guarantee on stability (because you control next to nothing). The only reliable way of positioning frames goes through frame style application with absolutely no direct formatting added.
