From where did you get this? I guess you omitted .msi ?

Usual problem is, your format has to fit to your version 7.5.4 and x86 would be for 32bit-version of LibreOffice x86-64 for 64bit.

So check, if your help-file is exactly for the same version. If you happen to use a portable version, you have to put the help file in a special place. The .msi can’t find portable versions.

You already have an installed LibreOffice?
You can start it?
Then check the Version of this LibreOffice. The file you named has to match that version.

In case I misunderstood: If you have no LibreOffice installed and expected your LibreOffice_7.5.4_Win_x86-64_helppack_ar
to install LibreOffice, this can not work. A helppack is an additional file to get offline-help, while the default today is linking to the version online at tdf/LibreOffice.
Check again, you need space on C and E. And your C-drive is full… Registry and User-profile will usually go to C, as Microsoft decided to hide %APPDATA% there.

Either clean your C-Drive, or resize/replace it with a bigger one.

Alternative: Use the portable install by portableApps. This should go completely to drive E:
