It looks like a graphics issue. You could try disabling OpenGL or Skia depending on what OpenOffice uses.
In LibreOffice it would be click Tools - Options - View then untick the box that says Use Skia for all rendering or maybe OpenGL instead of Skia for LO 6.4 or older versions

This is in Libre office, I had seen the same problem on OpenOffice for a long time , which went away after an update.
Skia was not checked , but open CL was ( not GL )
I unchecked the CL and it persisted on screen , but does not appear on printed copy
Shows only in “Normal” view , not web view.
There are 10 lines of varying width, and not 10 paragraphs or any formatting marks I can see.
Do you know of a name for what these lines are called?
You said OpenOffice but if it is for LibreOffice
LibreOffice up to version 6.7.4.2 had OpenGL. After that the graphics were handled by Skia. So if you have version 7.0 or later click Tools - Options - View and untick the box that says Use Skia for all rendering
It’s nothing to do with OpenCL so unless you are having computational issues in Calc, I would re-enable it.
