Consider most of us are not at all fluent in Hebrew and be more descriptive (use words everybody can understand). To add to confusion, your screenshot is clipped to a very narrow area making identification by context very difficult.
Assuming this is a part of the Insert
menu, there is no default keyboard shortcut associated with Insert
>Bookmark
. You can add your own.

tab - in Category, select Insert and in Function, select Bookmark

When asking, always mention OS name and LO version. When dealing with document issues, add also save format.
OS name is important with shortcut keys as, for example, MacOS intercepts some keys or combinations making some raw recipes inoperative under this OS. Also Ctrl key must be replaced by â.
PS:
Bookmarks are made for navigating quickly in your document. They shouldnât be used routinely to replace cross-references. If you really mean cross-references, i.e. âlinksâ between parts of your document (e.g. with sentences like âsee xyz at page xxâ), use cross-references. They are made for that. Bookmarks may be targets for cross-references but it is much better to be consistent with Writer principles.
