When using arrow keys for scrolling, it goes to the top of the page

The moment I press up-arrow or down-arrow key on my keyboard to scroll through a multi-page pdf/pptx file, it automatically goes to the top of the page, and I have to scroll back down. It happens every time after editing a text, and then trying to scroll with the arrow keys.

Additionally, scrolling with arrow keys scroll unreasonably slowly.
