Disable your clipboard manager
I too have the very same problem (Arch + KDE), I use it once after opening the document, and I get no second time, because it stops working, sometimes pasting nothing. Even worse: Somehow it falls back to formatting I had changed from when I first pasted it into the document, and not even the same text, mostly a single letter, or number or bullet and one other character!
Writers’s copy past doesn’t work at all within Writer itself using the keyboard, only with the mouse! My clip board manager has no problems with any other apps.
Sorry, but turning on the clip board manager is not a solution but a bad work around at best. I have been using LibreOffice since it became a fork of Open Office, and KDE and it’s clipboard manager since whenever they added one, which I don’t even remember ever not having in 16 years on KDE:
If you are correct that your suggested work around works, then one or the other aren’t getting along with each other. Add you not even naming a specific clip board manager, so I have to assume you also know that it doesn’t work with many or any of them, maybe a whole bunch, so then either some much bigger issue in some shared lib most clipboards use, or even the kernel has a bug, or just maybe the problem is in LibreOffice, not anything else.
Any which way it’s already messing up my workflow, and moving text and images between documents, especially between Writer and some other app like the browser, and it will mess up multitasking for some to where switching the freaking clip board manager on and off again is not at all welcome, nor a valid solution: They both need to work and get along with each other.
Many clipboard managers only store a limited number of formats, LibreOffice formats doesn’t seem to be included.
I did just read that KDE’s (and others) clipboard manager have problems with text formatted by LO apps, but it also doesn’t work copying plain text and pasting it in Writer, not even with “Paste Special” > “Unformated text”.
Seams to be that it’s Wayland related, and I’m not going to us X11 instead with almost all of my software’s have no noticeable problems in Wayland, and with as many problems I have with LO, maybe they are all related. Is LO still on X11, and not compatible with Wayland?
Anyhow information is sparse and doesn’t paint a good picture, and again it’s a problem that needs to be fixed by any and all who’s software is involved.
Is there a thread here on the forum on the issue, preferably one with more detailed info?

Copying a second, 3rd… time doesn’t work, just like it won’t make the elevator come any faster!
No wonder I couldn’t find it: It’s so much easier if you already know enough about it to ask with a module name, it’s origin… It’s very hard to ask without knowing where or even how to ask based on nothing but “this doesn’t work”!
