Why can't I set up a new database

Libre office base on Ubuntu 20.04 I am trying to set up a new database but after saving and trying to open I get the following “the connection to the external source could not be established. No SDBC driver was found for the URL ‘sdbc:embedded:hsqldb’” I downloaded the base app from the ubuntu software repository.

In essence: sudo apt install libreoffice-sdbc-hsqldb --yes
