Windows 10 will not allow LibreOffice 5 to install

I installed a new copy of Win 10. I’m using the install file for LibreOffice that was used on 2 other Win 10 UPGRADE installs, where it works fine.

On this new machine I am using a new, full copy of Win 10 and I get the message
This installation package could not be opened. contact the vendor to verify that it is a valid windows installer package,

Any thoughts on why win10 won’t accept the LibreOffice MSI file?

First, please check that the downloaded file is not corrupt (e.g., a usb stick failing) by checking its checksum (available at LibreOffice download page).
