Windows installer says LibreOffice is not compatible and won't install

I’m using Windows 8.1 and trying to install LibreOffice 4.2.3. When I click on the icon I get a message saying ‘This installation package cannot be opened. Contact the application vendor to verify that this is a valid Windows Installer package’. When I run the ‘troubleshoot compatibility’ tool it says that LibreOffice 4.2.3 is an ‘incompatible program’. I know other people have installed it on Windows 8.1, so what’s going on?

• Libre Office 4.1.4,installation package cannot be opened, Contact the Application vendor to verify that this is a valid Windows Installer package

• Libre 4.1 download package cannot be opened by Win7.
