I can! What’s up with that?
Sorry to respond to an old post, but I just came across this trying to figure out the same issue. For me, the New Window option is grayed out if I’m in Web View, but is available in Normal View. In fact, if I’m in Normal View and have two windows open and then switch to Web View, LO closes one of my windows to make the switch.
Sorry, but what kind of crock is this? I need “split screen” and in another answer it says that to create a split screen you need to use “New Window”. Well I can’t use “New Window” unless I am in the less than useless “Normal” view which wastes 75% of my screen width and even if I set up the second window in that mode as soon as I switch back to Web view the program plays a nasty trick on me and closes the second window!
I agree with MichaelFontaine. This is not a solution. Normal View is too constraining a requirement. Laptop screen space is limited, and web view allows documents to occupy half the width, which allows all of the screen to be partitioned for full use by side-by-side documents that can still be read intelligibly. The requirement for normal view makes this impossible.
@JustA.NotherUser This isn’t the place to ask, did you read the Ask LO guide? See This is the guide - How to use the Ask site? - #3 by Hrbrgr

BTW on my fairly standard 1920 x 1080 screen, I frequently have two documents side-by-side in Normal View
