I am creating a file in Writer with many pictures. I use the various dialogues to set up size, wrap,anchors, position and so on. I save at the end of my work session, but when I reopen the file the pictures have moved, the anchor setting reverts to “To Character” and Protect position has been un-ticked. I am saving in .doc format. Is that the problem?
Has anyone thoughts about what to do?

.doc(x) is probably the culprit. Have you checked with a save in .odt?
I tried to save the document in .odt, but after re-opened it I found again the pictures scrambled.
So, in order to be able to keep a good version, after mending it, I printed the document with CutePDF Writer, I saved and closed it in .docx and, after re-opening, the document was alright.
Very strange.
Considering the huge differences between ODF and M$ format, notably the fact that M$ has no notion if styles beyond paragraph and that conversions with disastrous cumulative effects occur on every open and save, you should keep your document as .odt. If you are compelled to send it as .docx, export it only at end of any edit (always keeping .odt as a reference and never using .docx as input for further edit).
Presently, your document is probably damaged beyond repair by the conversions, even if you are not aware of it.
The difference between formats is not my concern, I’m not a professional.
The point is the scrambled photo’s.

It is not a matter of being professional or not. .docx specifications are proprietary and not openly available. Consequently, developers must guess how things are encoded. It works for “simple” features but is not reliable for already moderately complicated things like image insertion. A common wisdom rule states that you should always use native format with any application.

In the mean time, I tried to work it out thoroughly.
The scrambled documents were made by copy/paste words and pictures from the web into them. Thus, it appears that some pasted content from the .html originals was hindering the app LibreOffice 7.2 Writer to behave properly.
As soon as I used copy/paste special/unformatted text, the problems have all disappeared.
It is true that the process is not 100% smooth (sometime is difficult to put the photo’s into the desired place), but the final result is good.

To have better control on placement of “side contents” like picture, margin remark, …, learn how to use frame styles. In To paragraph anchor mode (not As character), you can define relative position to the paragraph or page. Once you have found your preferred settings, record them in a frame style so that it can be applied with a mere double-click to other frames (pictures). Don’t use To page anchor mode, its name is a faux-ami (false friend) and will lead you into trouble if you don’t know fully what this implies.
