Numbering is not a big mess if you accept to take a little time to read the documentation like the Writer Guide or even built-in Help.
All lists in Writer are multi-level. This means you can, with a single numbering schema, build nested lists containing up to 9 extra sub-lists.
Look carefully to your configuration dialog: you have customised level 2. Consequently, if you want your items to be numbered 1.1, 1.2, etc., you must “promote” your items to level 2. You do this by pressing Tab once at the very beginning of your item.
More generally, you press n-1 times Tab to start a sublist at level n. Once you’re at level n, all subsequent items will be at level n. To “demote” the next item (to revert to sublist at level n-1), press once Shift+Tab at beginning of this item.
PS: when asking on this site always mention OS name and LO version as there are subtle differences between platforms and releases. Also most sophisticated fixes or solutions (and list numbering is one of the most sensitive topic) are guaranteed to work reliably only if you save native .odt. This why mention of save format is also recommended.
