- No - there are no plans as long as there is no bug report at Bugzilla.
- Not sure whether it is a LibreOffice issue but with the security database of your MacOS (or a new feature from Apple to keep alien applications apart from their OS; sorry a bit tendencious)
- Use at your own risk:
sudo xattr -r -d com.apple.quarantine /Applications/LibreOffice.app
(this disables the security check for LibreOffice)
Just for my curiosity: Did you install LibreOffice as Administrator (root) and now you are trying to start as a non-privileged user?
