You can’t change the grid color, because the grid color is not a property of a cell but of the sheet(s). You probably mean: How to set a border color of cells having value 1
.

Step 1 - Create your desired Cell Styles
Styles -> Manage Styles
(or F11
New...
ColoredBorders
)Borders
OK
Step 2 - Define the Condtional Formatting
A1:J40
i.e. row 1
)Format -> Conditional -> Condition...
Cell value is
- equal to
- 1
- Apply Style: ColoredBorders
OK
